Governments and law enforcement have known that prohibition laws against narcotics don't work since the 1930's. You can't stop people from doing something which is innate to the human character and altering consciousness through the use of substances has been part of human nature from the very beginning. If people want to get "altered", they'll do so whether there are laws against it or not. Even putting them in jail won't stop them. They'll create secret networks to get what they want. The only thing which results from prohibition laws is the creation of these criminal networks used to supply the substances. These networks (gangs, syndicates, cartels, mafia, etc.) do far more damage to society than any substance abuse. They encourage other, often violent, criminal activity in order to support themselves and they divert finances into underground economies, depriving the general economy of any benefit.

If this is the case, then why do we still have laws against narcotics? Why do we still think there is a way to win the "war on drugs". The answer to this comes when you consider the amount of access and exposure these laws provide government into our private lives. Frank Zappa created the Joe's Garage trilogy to explore the concept of government seeking control by making something everyone does illegal. In his work, music was the substance of choice. In the real world, government has found that narcotics are the next best thing and the easiest to sell as a social hazard. Drug dealers and manufacturers don't want narcotics legalized because that would be an end to them just as was the case with the big time bootleggers during the US prohibition against alcohol. Government won't legalize narcotics because these laws allow them to search and seize anyone's property at any time with the most minimal justifications. Mere suspicion is enough to trigger an investigation. And many towns in the US are now driven by prison economies. They benefit from having prisons built in their area and employing their people. The majority of prisoners are incarcerated for drug related charges.

Drug laws are the very foundation of the current police state.
